One of the Baffert runners is still a maiden, and the other three are all eligible for N1X allowances (Hard to Figure broke his maiden in a minor stakes race at LRC.) Are there no other owners in CA who would like to take a shot at a $200K purse in what amounts to an allowance race? McCarthy, Sadler, and O'Neill have no 3yo colts in their barns? Is this like a protest thing, to make SA look bad? Racing secretary and/or stakes coordinator must feel like a dope. But looking at the condition books through 2/20 there are no N1X two-turn dirt races offered, and looking at the 'extra' races they aren't even writing them there.
