I've spent many a hot summer afternoon at Delaware Park. Some weekdays there might be a dozen people max outside watching from the first turn outside. Everyone could have there own betting machine and picnic table if you have virus concerns. Parking is free and you walk right in by the paddock area. There is often a corporate event but probably not this year. If you stayed long enough to catch the closing arabian race, you'd normally probably hit traffic, but maybe not this year.
You need to walk through the sports book to get to the grandstand if you want a seat/shade, but that's pretty sparse too so feel free to sit 50 feet away from a stranger.
I'll make it to Delaware live races one weekday a month and maybe a weekend with the family too.

Century Mile opens Sunday with no spectators for racing but the casino (which essentially takes up the first floor of the grandstand) is open at 40% capacity. The issue is that casinos and outdoor sporting events are defined differently by Alberta Health. The only way an owner can watch his horse run is if he goes to the casino and looks out the window.
I suspect they will get this all ironed out pretty quickly.
