While "the tie goes to the runner" is not expressed as such in the rule, in fact a theoretical tie does mean the runner is safe. The rule reads in part:
5.09 Making an Out
(a) Retiring the Batter A batter is out when:
(10) After a third strike or after he hits a fair ball, he or first base is tagged BEFORE he touches first base; (my emphasis added).
Since for it to be an out the play has to be made before the runner touches first base, if the runner reaches first base at exactly the same time, then by definition, this tie does indeed go the runner.
Or at least that's how I interpret it.
