The Blue Jays were booted out of Canada for the upcoming abbreviated season since hosting games would mean allowing individuals coming from the (now forsaken) US on a frequent basis. Seeking a new home, the Jays set their sights on PNC Park in Pittsburgh as a home away from home. The Pirates and City of Pittsburgh were receptive to the idea but the PA Dept of Health pulled a Canada on the Jays and said they couldn't condone allowing the extra inter-state commuting into Southwestern PA. Go figure.

How is your area dealing with the virus? Was that a factor in the decision?

There has been a spike in Western Pa, as there has been in most places due to "reopening" the economy, but I don't think Pittsburgh is thought of as a hotbed for the virus. Also, there are no restrictions placed upon people from out-of-state coming into PA to golf, shop, visit the parks, etc. If the colleges actually open to students (as currently planned) in another month or so, there'll be a great influx of students from out of state and most likely, out of the country. The Blue Jays wouldn't have been a large number of people and would've been under far stricter protocols than the general populace. Personally, I believe the Canadian government could've permitted the Jays to play in Toronto and PA could've allowed them to use PNC Park.

The Jays Triple A is in Buffalo at a pretty nice ballpark (I was there once for a concert, albeit back in the 90s). No idea whether Cuomo and Co would allow them to play there. Word was players wanted a "major league" ballpark, and that the lighting wasn't up to standards for televising games. THe problem now is if another US city permits them to play there, people will be asking why if Canada won't and PA would not.
