Rand Paul had a solution. He called it the anti-Gov't shutdown act. Funding would automatically renew absent a congressional agreement at 99 percent of the previous year's level. For each period of time after that (can't remember if it was 60 days or something else, assuming no agreement) it would drop another 1 percent, and so on. The way both parties love to spend money there would be a very strong incentive to reach agreements.
This idea make too much sense to get any real support from either side, I guess.
